Non-Married Parents, separated, and one wants to move from Canada to the US with child?

My friend has decided to separate from the father of her 6 month old daughter do to repeated drug use and other unfortunate circumstances. She wants to move to the US and take her daughter with her. The parents are not married. By Canadian law, what steps does she have to take to get her child away from this dangerous influence?Non-Married Parents, separated, and one wants to move from Canada to the US with child?
She can't decide that he's a dangerous influence. First off she needs a lawyer, if she can't afford one then go to legal aid. A judge has to give her 100% custody before she can take the child away or else she can be charged with kidnapping.
