Are you both tourists? Or are you a Canadian citizen who is going to marry a tourist? If you want a civil wedding, you need your birth certificates and you can ask at the city hall where civil marriages are registered. There are also Commissioners of Marriage (find them in the phone book) or you can go to a local church and ask how long it takes to have the banns read, or what the requirements of that particular church are.
How much it costs depends on which form of marriage you undertake. Make sure you have your birth certificates ready.
