that is exactly where u need to get it. i am canadian an i had to go to the canadian embassy for my 'legal capacity to marry' papers (coincidentally in cebu, also). if u were married b4 and divorced, then u will also have to provide the legal documentation of that, also...and 2 pieces of identification. it is about $50 USD also. btw, my pic is at the Crown Regency Mactan in the coffee shop.
